He argues that crime on Miami Beach is a citywide issue and closing just a few iconic businesses on Ocean Drive won't solve the problem.  Dr. Serpas points to recent shootings on Lincoln Road\, Espanola Way and the Fontainebleau which had nothing to do with Ocean Drive as evidence to support his conclusions.
